SaaS application development in Dubai

SaaS development in Dubai: multi-tenant products with subscription billing, VAT-ready invoicing, onboarding and cloud hosting, from the team behind Muhasib.

What this involves

Building a SaaS product is different from building software for one organisation. A project is finished when one client is happy; a product has to serve many customers at once, keep their data apart, bill them every month, onboard them without hand-holding and keep running while you ship changes. We build SaaS products for founders and for companies turning internal software into something they can sell, and we do it with first-hand experience: Zellarc builds and runs its own SaaS product, Muhasib, a cloud business management platform built for businesses across the UAE, the GCC and South Asia. That experience shapes how we approach tenancy, billing, roles and permissions, regional tax rules and the operational side of keeping a product live. We help you decide what belongs in a first version, build it so it can grow, and plan the path from MVP to a product that paying customers rely on.

Questions

The scope of the first version matters most. Other drivers are the number of user roles, integrations, billing complexity, bilingual requirements, compliance needs and how much admin and reporting you need on day one. We help you cut the MVP down to what proves the product, then estimate after scoping.

It means one application serves many customer organisations (tenants) while keeping each one’s data separate. Approaches range from a shared database with tenant-scoped records to a separate database per tenant, with different trade-offs in cost, isolation and complexity. Our guide to multi-tenant SaaS architecture explains the options.

It depends on how tightly the MVP is scoped, the integrations it needs and how quickly decisions are made. The fastest route to a real product is usually a narrow first version that does one job well for early customers. We give you a dated plan once the scope is agreed.

Yes. We integrate recurring card billing through a payment provider, handle plans, trials, upgrades and cancellations, and generate tax invoices that carry the details the FTA requires for UAE customers. If you sell to businesses, we also structure invoice data with the UAE e-invoicing programme in mind.

Ownership and licensing are agreed in writing before work starts. For a product you intend to sell, owning the code and being able to bring development in-house later is usually essential, and we build and document the system with that handover in mind.

Yes. Muhasib is Zellarc’s own cloud business management platform, covering accounting, VAT, inventory, CRM, point of sale, HR and payroll, with UAE, Saudi, Oman and India tax handling. Running it means we deal with the same product, billing and support questions our SaaS clients face.

What building SaaS involves beyond a normal web app

Multi-tenancy and data isolation
Every query, file and report has to be scoped to the right customer, and a mistake here is a data breach rather than a bug. We choose a tenancy model that fits your customers and build isolation into the data layer, not just the screens.
Subscription billing and VAT invoicing
Plans, trials, upgrades, downgrades, failed payments and cancellations, handled through a recurring billing provider, with tax invoices that meet FTA requirements for UAE customers and prices shown correctly in AED.
Onboarding, roles and admin
Self-service sign-up, guided set-up, team invitations, roles and permissions within each customer account, plus an internal admin area for your own support and operations team.
Scaling, monitoring and uptime
Automated deployments that do not interrupt customers, monitoring and alerting, backups, and an architecture that can grow with usage without a rebuild.

What running Muhasib has taught us

Muhasib is a cloud platform that brings accounting, VAT, inventory, CRM, point of sale, HR and payroll into one system. Building and operating it has shaped how we approach SaaS for clients.

One source of truth beats many connected tools
In Muhasib, a sale moves the stock, posts the journal entry and updates the dashboard because every module shares one ledger. Designing the data model around that from the start avoided a great deal of syncing and reconciliation later.
Regional requirements are the starting point
UAE FTA VAT, Saudi ZATCA e-invoicing, Oman VAT and Indian GST are built in rather than bolted on. Retrofitting tax rules and Arabic documents into a product designed without them is far harder than planning for them.
Let customers start small
Muhasib’s modules work on their own, and most customers begin with the area that hurts most. Products that can be adopted in pieces are easier to sell and easier to onboard.
Security features are product features
Field-level access control, audit logs, two-factor authentication and encryption are what business buyers ask about, so they belong in the core product rather than a later phase.

From MVP to scale

Phase 1: MVP
One core job done well for a defined type of customer, with sign-up, basic roles, billing and the minimum admin needed to support early users. The aim is to learn from paying customers quickly.
Phase 2: Early customers
Onboarding improvements, the integrations customers ask for most, better reporting, and the operational tooling your support team needs as accounts grow.
Phase 3: Scale
Performance work, more granular permissions, larger-customer requirements such as audit logs and single sign-on, regional expansion and an architecture tuned for the usage you actually see.

Hosting, security and data residency

Business customers in the UAE increasingly ask where their data is hosted. Several major cloud providers operate regions inside the UAE, and we help you choose based on residency requirements, latency and cost. Whatever the choice, your product will hold personal data about your customers’ staff and clients, so the UAE Personal Data Protection Law applies, and we design access control, logging, retention and data export with that in mind.

If your product issues invoices to UAE businesses, the UAE e-invoicing programme is relevant too: a pilot runs from 1 July 2026, with mandatory phases from 1 January 2027 for businesses with revenue of AED 50 million or more and 1 July 2027 for others. Confirm current requirements with the MoF and FTA as the rules are finalised.

Engagement models

Build and hand over
We build the MVP and hand it to your in-house team with documentation, a walkthrough and a transition period.
Build plus product team
We build the product and continue as your development team, working from a shared roadmap as customers arrive.
Discovery first
A short paid stage to define the MVP, the tenancy and billing approach, and an estimate, before you commit to the build.
