CRM for Business Setup and PRO Service Companies in Dubai

Dubai's business setup and PRO services sector exists because starting and running a company here involves many steps across many authorities. A single client might need a mainland licence through DET or a free zone licence, an office arrangement and Ejari, investor and employee visas through ICP or GDRFA, labour approvals through MOHRE, Emirates ID, bank account introductions, Corporate Tax and VAT registration with the FTA, and then a steady stream of renewals for years afterwards. Business setup consultants and PRO companies manage all of that for their clients.

That makes the business part sales operation and part case management operation. Leads come in from search, referrals and partners, often by WhatsApp; deals depend on fast, accurate quotations; and once a client signs, the real work begins: collecting documents, submitting applications, chasing approvals and keeping the client informed. A generic CRM handles the first part reasonably well and the second part badly. Firms in this sector need something that understands both.

Lead management and quoting

Enquiries arrive from websites, Google Ads, social media, partner agents and walk-ins, and in this market most of them want an answer within the hour. The CRM should capture every lead with its source, route it to the right consultant by language, nationality or jurisdiction expertise, and track response times. Consultants should be able to build a quotation quickly from a package catalogue: jurisdiction, licence type, activities, number of visas, office type and add-on services, with government fees and service fees separated clearly. Government fees change, so the catalogue needs to be easy to update and should carry a note to verify current fees before issuing a quote.

WhatsApp integration is close to essential. Conversations should be logged against the lead, templates used for common replies, and handover between consultants handled without losing context.

Case management for setup and PRO work

Once a client signs, each service becomes a case with defined steps. Good software models those workflows so nothing is missed:

  • Service templates — a standard sequence of steps for each service, such as mainland licence, free zone licence, investor visa, employment visa, renewal or cancellation.
  • Document collection — a client portal or secure link to upload passports, photos, attested certificates and other documents, with checklists showing what is outstanding.
  • Task assignment — steps assigned to consultants, PRO staff and typists, with due dates and status.
  • Government reference tracking — application numbers, payment receipts and approval documents from each authority stored against the case.
  • Client updates — automated messages at key milestones so clients do not need to call for status.

Many submissions happen through government portals or service centres such as Amer, Tasheel and typing centres. Direct integration with those systems is often not available, so the realistic aim is to record what was submitted, when, and with what reference, rather than to automate the submission itself.

Renewals and expiry tracking

Recurring revenue in this sector comes from renewals: trade licences, Ejari, establishment cards, visas, Emirates IDs, labour cards, and tax filings. A strong CRM stores every client document with its expiry date and creates renewal tasks and client reminders well in advance. Missing a renewal can mean fines and inconvenience for the client and lost trust for the firm, so this feature alone often justifies the system. A dashboard showing renewals due in the next thirty, sixty and ninety days gives management a clear view of upcoming workload and revenue.

Compliance obligations of the firm itself

Corporate service providers in the UAE are generally treated as designated non-financial businesses and professions under the country's AML/CFT framework, with supervision by the Ministry of Economy for many mainland firms and by the relevant authorities in some free zones. That brings obligations such as customer due diligence, beneficial ownership information, record keeping, sanctions screening, and reporting suspicious activity through goAML. The exact obligations depend on your activities and supervisor, so confirm them with your compliance adviser.

The CRM can support this by building KYC steps into onboarding, storing due diligence records and risk ratings, flagging higher-risk clients for enhanced review, and keeping an audit trail of who approved what. Client data, including passport and Emirates ID copies, is highly sensitive and falls under the UAE's data protection framework, so access controls, encryption and retention rules matter.

Finance and commissions

Business setup firms handle a lot of money on behalf of clients in government fees, separate from their own service fees. The system should track fees received, government fees paid out, and the firm's own revenue, and reconcile them with the accounting system. VAT treatment of disbursements versus service fees should follow FTA rules and your adviser's guidance. Many firms also pay commissions to referral partners and sales staff, which should be calculated from closed and paid deals rather than in a spreadsheet at month end.

Reporting

Useful numbers include lead response time, conversion by source and consultant, average deal value by jurisdiction, case turnaround time by service type, cases stuck at each step, renewal retention rate, outstanding client balances, and partner performance. Turnaround time by step is particularly revealing, because it shows whether delays are on the client's side, the firm's side or the authority's.

Generic CRM, specialist product or custom?

Generic CRMs such as HubSpot, Zoho CRM or Salesforce handle leads and pipelines well and can be configured with custom objects for cases and documents. For smaller firms, a well-configured Zoho or HubSpot setup with WhatsApp integration and simple case tracking is often enough. There are also specialist products aimed at the UAE business setup market, worth evaluating. A custom build makes sense when your service catalogue and workflows are complex, when you want a branded client portal that becomes part of your offering, when you operate across many jurisdictions with different processes, or when your compliance requirements need tight control. Many firms combine a standard CRM for sales with a custom case and renewal module.

Rolling it out

Start with lead capture, WhatsApp integration and quoting, because they bring quick wins. Then bring in case management for new clients, followed by renewals with existing clients' documents migrated and expiry dates verified. Data migration is the hard part; client documents are often scattered across email, shared drives and phones. Allocate time to clean them up properly. Train consultants and PRO staff together so both sides of the business understand the workflow.

At Zellarc, we work with business setup and PRO firms by mapping the client journey from enquiry to renewal, then deciding which parts a standard CRM handles and which need specific development. The aim is fewer missed renewals and fewer status calls, not more software for its own sake.

Frequently asked questions

It can for sales, but standard CRMs do not handle multi-step government processes, document checklists and expiry tracking out of the box. Those need configuration or a custom module.

Generally not. Most government systems do not offer integration for private firms. The CRM records submissions, references and approvals so the case history is complete and visible.

It stores every licence, visa and document with its expiry date and automatically creates renewal tasks and client reminders in advance, with a dashboard of upcoming renewals.

It can support them by building KYC and due diligence steps into onboarding, storing records and risk ratings, and keeping an audit trail. Your compliance adviser should confirm what your firm specifically needs to do.
