PDPL Data Protection Compliance for UAE Web Applications

The UAE's federal Personal Data Protection Law (PDPL), introduced as Federal Decree-Law No. 45 of 2021, set out how businesses may collect, use and store the personal data of individuals in the UAE. If your website or app collects names, emails, phone numbers or any other personal data — and almost all do — it is worth understanding what the law expects.

The core principles

PDPL follows the same shape as modern data-protection regimes worldwide: collect data for a clear purpose, with a lawful basis such as consent; collect only what you need; keep it accurate and secure; and respect individuals' rights to access, correct and delete their data. The DIFC and ADGM financial free zones operate their own data-protection laws as well, so businesses there have an additional layer to consider.

What it means for your systems

In practical terms, your applications should capture consent properly rather than burying it, store personal data securely with sensible access controls, and be able to retrieve or delete an individual's data on request. A cookie and consent banner that actually governs what loads — rather than a decorative one — is part of this. So is not collecting data you have no real use for.

Security is part of compliance

Data protection is not only a legal checkbox; it rests on real security. Encryption in transit and at rest, least-privilege access, and keeping software patched are what turn a privacy policy into something true. We build with these as defaults, because a breach is both a compliance failure and a reputational one.

Frequently asked questions

If you handle personal data of individuals in the UAE, it generally applies. Businesses in DIFC or ADGM also have those zones' own data-protection laws to consider. Your legal adviser can confirm specifics.

Clear consent capture, collecting only necessary data, secure storage with access controls, and the ability to access or delete someone's data on request.

We can implement proper consent, security and data-handling on an existing site, though the legal assessment of what you need should come from your adviser.
